Cooperation with Power Utilities of ASEAN Countries
In order to enhance cooperation with developing countries, we are cooperating with electric power companies in ASEAN countries in human resource development as an independent project. Since 1991, with the cooperation of electric power companies, we have been conducting training in Japan (acceptance training) and sending experts to partner countries to hold seminars (local seminars) every year. The countries where we have cooperated since 1991 are as follows.
Technical Cooperation under JICA Program
Commissioned by the Japan International Cooperation Agency (JICA), we are providing cooperation in the power sector in developing countries.
1) Accepting trainees
Commissioned by JICA, we accept trainees from developing countries and transfer specialized knowledge and technology in the power sector.
The acceptance of trainees is divided into issue-specific training in which multiple countries participate and country-specific training for specific countries. For issue-specific training, JICA sets training themes and programs and proposes them to the relevant countries, and the training is carried out. For country-specific training, training themes and programs are formulated based on the specific requests of the target country, and the training is carried out.
The training results for fiscal year 2024 are as follows.
- << Training by Issue >> (partner companies)
- a. Power Distribution Grid A (Okinawa Electric Power Company)
b. Stabilizing Power Systems to Introduce Various Kinds of Renewable Energy A (Chubu Electric Power Company)
c. Stabilizing Power Systems to Introduce Various Kinds of Renewable Energy B (Hokuriku Electric Power Company Transmission and Distribution)
d. Power Grid Planning and Operation A (Kansai Electric Power Company)
e. Promotion of Hydropower Development (Electric Power Development Co., Ltd.)
In FY2024, 59 trainees were accepted in 5 issue-specific training courses.
The number of trainees accepted by country from FY1958, when the Japan Electric Power Research Institute was established, to the end of FY2024 is 3,672, as shown in the table on the next page.
Number of Participants by country in Knowledge Co-Creation (KCC) Program FY1958 –
2) JICA Expert Support, etc.
We recommend engineers from Japanese electric power companies as JICA experts, who are dispatched by JICA to government agencies and other organizations in developing countries to provide cooperation centered on technical guidance and policy advice.
From FY1989 to the end of FY2024, we have recommended 77 long-term experts (dispatch period of one year or more) and 194 short-term experts (dispatch period of less than one year).
As of the end of FY2024, one long-term expert is dispatched to Cambodia.
Technical Cooperation and Information Exchange in Nuclear Power
Based on the understanding that securing nuclear safety is a global task, Japanese Government carries out activities to secure and improve nuclear safety worldwide through international organizations, bilateral agreements, etc.
In line with such policy, JEPIC has implemented the under mentioned cooperation programs on nuclear power generation since FY 1985 under the contracts with or subsidy from government / agency.
- ① Technical Cooperation on Safety
(with subsidy from Japan Keirin Association) {from FY1985 to FY2001} - ② "International Invitation Program for Safety Management at NPPs"
(under contract with METI) {from FY1992 to FY2001} - ③ "International Cooperation Program for Safety Management at NPPs"
(under contract with METI) {from FY2002 to FY2006} - ④ "International Training Program for Safety Management at NPPs"
(under contract with METI) {from FY2006 to FY2014} - ⑤ "Fundamental Infrastructure Arrangement for Nuclear Power Plant Introduction"
(under contract with JICC, sponsorship of METI) {since FY2014 to FY2015} - ⑥ "Training Course on NPP Infrastructure Development"
(under contract with JICC, sponsorship of METI) {since FY2016} - ⑦ Acceptance of delegations from foreign counterparts
{since FY1985}
JEPIC has been conducting the technical information exchange meetings with nuclear power operators of Russia, Ukraine and China.
